Recent changes in the Los Angeles Municipal Code (“LAMC”) regarding safety training in high-rise buildings have built on the standards of years past. While most of the structure is familiar, there are a host of new actions that are required in order to gain maximum participation of the occupants of a building. This ‘Best Practices’ summary is an introductory guide for Property Managers to assist them in making sure that administration of their program is thorough and adheres to the LAMC.
Select a qualified LAFD High-Rise Certificate of Fitness Consultant for your building an have them declare to the LAFD the vehicle of delivery (live or online) for your building.
Declare the format of ongoing training, including 14-day new occupant training, in-person or an online provider, to the LAFD.
Select the most appropriate person to serve as onsite Fire Safety Director and an alternate; between the two, coverage should be 8-5 (normal business hours).
Authorize your chosen High-Rise Consultant to update your Emergency Manual to include the new directives included in LAMC 57.19.33.
Have the new FSDs take FEMA course ICS-100b
The Consultant will test the new FSDs and certifies them for a one-year period, as well as report all FSDs (and FWs) successful completions to LAFD & make it available online for review).
FSDs will begin recruiting floor wardens and alternates, starting with the building’s existing life/safety team lists.
